Five new case studies published by the Great Plains Institute demonstrate how various clean fuel sectors could benefit financially from implementing a Midwestern clean fuels policy, such as the Future Fuels Act proposed in Minnesota.
As described in our Midwestern Clean Fuels Policy 101 blog post, “a clean fuels policy is a technology-neutral, performance-based policy that reduces the use of high-carbon transportation fuels while providing incentives to deploy lower-carbon alternatives such as electricity, hydrogen, and biofuels.”
Originally presented during our 2020 clean fuels webinar series, the case studies are now available to download. Each case study
- provides background information on a Midwestern clean fuels policy,
- identifies how a fuel generates credits,
- shows how various fuel pathways can impact a fuel’s ability to generate credits, and
- demonstrates potential credit values clean fuels could receive in a Midwestern market.

The Great Plains Institute developed these case studies for the Midwestern Clean Fuels Policy Initiative, an initiative that brings together a diverse group of stakeholders to help create economic benefits for the region through policy, research, and education on the production and use of cleaner fuels. The Initiative is facilitated by the Great Plains Institute, a nonpartisan, nonprofit organization transforming the energy system to benefit the economy and environment.
