Electric vehicles reduce greenhouse gas emissions, improve air quality, and reduce fuel and maintenance costs compared to conventional vehicles. Despite these benefits, the percentage of electric vehicles on roads in the Midwest is still relatively low. Clean fuels policies can spur electric vehicle deployment, as demonstrated in A Clean Fuels Policy for the Midwest: A White Paper from the Midwestern Clean Fuels Policy Initiative, which was published last year.

A Midwestern Clean Fuels Policy Initiative committee has developed a framework for designing Midwestern clean fuels policies to best incorporate transportation electrification alongside other clean fuels. The committee includes representatives from automakers, electric utilities, environmental organizations, the electric vehicle sector, and others. GPI facilitates the Midwestern Clean Fuels Policy Initiative.

The framework is a resource for states exploring clean fuels implementation. It includes guiding principles and policy design recommendations for treating electricity and electric vehicles within clean fuels policies. These recommendations address how carbon credits are calculated, who generates credits, how credit revenue is used, and who oversees credit revenue spending. They also address questions related to EV market impacts, transportation equity and affordability, co-benefits, and the opportunity to serve as a model for other states.
