Midcontinent Transportation Electrification Collaborative

Who we are

Facilitated by the Great Plains Institute, the Midcontinent Transportation Electrification Collaborative (MTEC) works to increase electric vehicle (EV) use, build infrastructure to support EV travel, decarbonize the transportation sector, and improve air quality and electric system efficiency. Through collective research, thought leadership, and events, the group aims to inform decision makers’ thinking around policies and initiatives to speed the electrification of transportation in the region. MTEC is composed of representatives from automakers, state government, electric utilities and cooperatives, charging companies, and environmental organizations.

What we’re working on

  • Tracking federal EV investments resulting from the passage of the Infrastructure Investment and Jobs Act and the Inflation Reduction Act
  • Bringing key voices together to identify next steps in developing a sustainable, domestic EV supply chain
  • Collaborating with state partners on EV policy and implementation needs
  • Raising the profile of medium- and heavy-duty EV opportunities in the Midcontinent region

Our impact

Webinars

(2022) Building a Sustainable Domestic Electric Vehicle Supply Chain

This webinar featured nine experts from eight entities to examine and identify need for building a sustainable domestic EV supply chain. The robust panel discussion identified several practices that could create a sustainable domestic EV supply chain. Panelists also explored the roles that recycling, mode-shifting, automobile demand, and stakeholder and community engagement play in the supply chain.

(2021) Drive the Future: Best Practices for Equitable Transportation Electrification in the Midcontinent

GPI partnered with EVHybridNoire to host a panel discussion centered on electric mobility, equity, and workforce development. After the panel discussion, attendees participated in breakout sessions focused on utility programs, state policy, charging infrastructure, climate justice, and workforce development. Participants were equipped with six best practices to use to ensure equitable transportation electrification.

(2021) Drive the Future: Debrief Session

Several months after the panel discussion, GPI and EVHybridNoire hosted a deep-dive event with greater focus on the topics from the first webinar. Takeaways from the discussion underscored the importance of community engagement, relationship building, messaging and education, rebates and incentives, rideshare and carshare programs, multi-unit dwelling electrification, and more funding to ensure equitable transportation electrification.

Policy Efforts

Sent regional economic recovery recommendations to Congress for inclusion in economic recovery legislation, transportation legislation, or other stand-alone bills

Urged Congress to pass federal economic recovery measures benefiting the Midcontinent region

Submitted comments to the Federal Highway Administration regarding the development of guidance for the National Electric Vehicle Formula Program and the Charging and Fueling Infrastructure Discretionary Grant Program

Submitted comments to the Federal Highway Administration regarding the notice of proposed rulemaking for the National Electric Vehicle Infrastructure Formula Progra

Publications

(2023) United States EV Fast-Charging Corridor Road Map: A Full-Coverage Future for Long-Distance Electric Vehicle Charging Infrastructure

This novel analysis using real driving distances identified the need for 1,104 new DC fast chargers in the US to provide seamless long-distance nationwide travel in an EV. GPI and Carbon Solutions also released an interactive road map to allow entities to zoom into areas and use it as a planning tool.

(2019) Analytical White Paper: Overcoming Barriers to Expanding Fast Charging Infrastructure in the Midcontinent Region

Building on prior work, this white paper analyzed the impact that demand charges have on DC fast chargers and presented solutions to overcome challenging economics. GPI also released an interactive calculator to help entities determine pricing structures that factor in energy charges, demand charges, and utilization.

(2019) A Road Map to Decarbonization in the Midcontinent: Transportation Electrification

This first-of-its-kind road map highlighted the key role that EVs play in reducing carbon emissions in the transportation sector. It underscored the importance of regional and national collaboration in removing barriers to rapid EV adoption.

(2018) Electric Utility Roles in the Electric Vehicle (EV) Market: Consensus Principles for Utility EV Program Design

Predicting that transportation electrification would continue to scale, MTEC set out to identify the role that electric utilities should play in the market. This white paper identified eight guiding principles for utilities to consider as they develop EV programs.
